The PLO is a response to:
*the insufficiency of the Arab states
*the lack of common policy of Palestinian resistance movements
*the problematic representation of the Palestine issue
The main difficulties that the PLO faced with after coming to power
1) the danger of internal division because of the ideological and tactical differences between the groups within the PLO
2) the desire of the states in the region in general and Syria and Egypt in particular for keeping the PLO under their control
3) the lack of cohesion ideology for hundreds of thousands of Palestinian refugees
